Why can't Africa tackle poverty?

Millennium Development Goal success does not seem to be progressing as desired in order to meet the 2015 target. In fact, declines have been noted in some areas.

The immersed Grassroots, including leadership, participation and implementation, are essential for ultimate relief/re-life. What ARE we doing - might we do - in diocese, parish and personal involvement?
